·        Supports assessments and data collections for the state high school initiative, math/science initiative, NCLB state indicators, and best practices.

·        Supports assessments and data collections for technical papers and publications to underpin the “No Child Left Behind Act,” as well as other department legislation and programs.

·        Serves as office point person on ED-generated databases and external online data sources.

·        Served as the contracts liaison under ED procurements with SAIC and Northrop Grumman.

·        Assists the Director in meeting office priorities and managing professional and support staff activities.

Office of the Secretary, International Affairs

·        Designed and developed technology solutions to promote mutual understanding between the United States and other countries including developing a dual-language education website with Italy.

·        Provided technical direction and joint management of the U.S.-China E-Language Learning project in partnership with the Chinese Ministry of Education – the largest education endeavor by the two governments since the normalization of official relations in 1979.

·        Responsible for: establishing national policy and national technical assistance plan to support implementation of state and local grants.

·        Created and designed new processes including technology systems to meet existing statutory requirements; wrote and reviewed evaluations, statements of work, reports, and state plans; organized teams and work schedules; resolved legal and constituent issues; presented initiative information through workshops, bidders conferences, speeches, and written products.       

 

Education Program Specialist                                                                                         1990 to 1993

 

Served as one of 4 staff on the National Workplace Literacy Program to award approximately $20 million a year to partnerships between businesses and educational institutions providing job-related basic skills education to employees at the job site.  Reviewed applications and reports; conducted site visits; wrote evaluations and statements of work, resolved legal issues; served as national resource for adult literacy training at the work site.  

·        Conducted annual technical reviews of applications for approximately 300 to 350 applications.

·        Served as project officer for 18 to 38 grants annually monitoring $9 to $17 million.

·        Visited companies and evaluated 4 to 5 projects annually.

·        Conducted annual conferences for 40 to 50 grantees.

 

U.S. Army Materiel Headquarters                                                                                 1988 to 1990

 

Project Manager

Served as manager and project officer of the Learning Resource Center at the U.S. Army Materiel Command Headquarters, Alexandria, Virginia, under a contract with A.S.K. Associates of Lawrence, Kansas.  Managed operations of the center and the contract.  Coordinated self-paced instruction in computer software and army logistics.
